I've also heard it said that the more power you give, the more oversight and restraint you must demand. Something like a watch dog. The stronger the guard dog, the stronger the leash. Otherwise, you risk becoming a victim of your own "security".

The police perform an essential, important, dangerous, and difficult service. They have been given increasing latitude and armament / tactics. They have become more aggressive to combat more aggressive criminals. We need to be sure that they still serve and protect in all cases."
