Makes sense to me

The Arizona Court of Appeals has ruled that an illegal immigrant named Juan Barragan-Sierra can indeed be convicted of human smuggling, even though the human he smuggled was himself.

"In its ruling, the court found that the law's wording is clear and unambiguous - illegal immigrants can be convicted for conspiracy to smuggle themselves into the country."

That would seem to be self-evident, but it's now backed up by case law, in any event.
