Needless to say, the actions engaged in by the photographer were entirely legal and no such arrest took place. Another example of the kinds of empty and impotent threats regularly made by those in "authority".
"They're filming you filming this location".
So what? You have your cameras and so does the citizen. Sounds quite fair to us. And failing to obey your illegal order is not a crime, ma'am.
