The state of Wisconsin, next to my home state of Minnesota, is one of a very few states remaining that doesn't permit its residents to carry a concealed handgun in public for self-protection. Open carry of a handgun while not in a motor vehicle, a government building, or a business that serves alcohol appears to be perfectly legal, but Wisconsin law enforcement has a reputation of hassling and even arresting people who open carry on charges of disorderly conduct, effectively intimidating people into not utilizing their rights according to both the U.S. and Wisconsin Constitutions. Governor Jim Doyle, however, is on record as saying that "If you want to carry a gun in Wisconsin, wear it on your hip", so even he seems to admit to its legality.
Since vehicle carry is prohibited, whether open or concealed, this fellow was out of luck in terms of being able to defend himself the other day. His plight shows just how quickly a potentially deadly situation can arise where a lawfully carried handgun could have been of great help in defending a law-abiding citizen from a mob of thugs.
The man, driving down a road minding his own business in Milwaukee, was pulled from his car and beaten by large group of feral youth, for no apparent reason, following a festival on "Juneteenth", a non-official holiday marking when slaves in Texas were finally freed, 2 years after the Emancipation Proclamation was signed. Festivities in Milwaukee apparently include random violence, as it has broken out two years running. Fortunately, the man was not seriously injured, but not for a lack of trying on the mob's part.
Watch the accompanying video, as it's quite frightening. See any police around? I don't. One can see exactly how fast this sort of incident can get out of hand, and how a firearm may indeed be needed to defend oneself in certain situations.
