Latin American immigrants will send 45.3 billion dollars back to their home countries this year. For Mexico alone, their share of this is 2.5% of their GNP. This is why the Mexican government encourages illegal immigration, as it brings in hard dollars to their economy, while at the same time relieves pressure on the government to provide jobs and services to their poor, as they just leave and go to a richer country. The situation also helps preserves the political status quo in Mexico, as there is no internal pressure to improve the quality of the government's handling of the Mexican economy. This leaves the corrupt politicians with all of the money and power, and nothing ever improves or changes for the average Mexican peasant.
I have been to Mexico a few times. It is not a poor country. They have oil, agriculture, tourism, and lots of other ways to have a vibrant, growing economy. Poor management and corrupt politics have combined to leave a rich country in the Third World, and until the United States enforces its border security, there will be no pressure on Mexico's politicians to change anything. If those 11 million illegals have to go home, however, look for some drastic changes down there, and quickly.
